Abstract: 

It intends to reflect and analyze the Pact for Social Development of Paraíba as an instrument that enhances the efficiency and effectiveness of public policies within the State, based on the confirmation of the improvement of social indicators. It addresses, in a general way, the Public Policies and the use of indicators reflecting on the importance of a solidary planning of propositions that are in keeping with the reality. Subsequently deals with the Pact from the legal framework going through all the issues until the criticisms / limits of the idea arrive. It shows the advances in the percentage of the indicators of the State of Paraíba since the implementation of the Pact and the limits to be overcome.
